The Army Benefits Center-Civilian (ABC-C) has been providing benefits advisory and processing services to customers worldwide since 1999. We have increased our footprint across the Department of Defense by including the Department of Defense Education Activity, Defense Health Agency, Defense Microelectronics Agency, Defense Commissary Agency-Overseas and the Defense Security Cooperation Agency-Garmisch.
Federal benefits programs are broken into several categories. The ABC-C handles Workers’ Compensation and Unemployment Compensation advisory and facilitation of claims within the Injury Compensation Center of Excellence (ICCoE). The ABC-C Benefits Branches manage the administration of Retirement Programs and related Employee Benefits. We have a collaborative relationship with the Office of Personnel Management, the Department of Labor, and State Employment Security Agencies. These agencies are responsible for the adjudication and final decision of each benefit transaction that is voluntarily submitted by Employees. It is extremely important to ensure submitted packets are complete, and provided timely.
We provide automated benefits support for Employees through the GRB Platform and personalized, comprehensive support from our trained and credentialed Benefits Specialists. As the Department of Defense marches forward into the digital age, it is important that the ABC-C pave the way by being adaptable to these changes. Many benefits transactions can be submitted via the below web applications.

The Thrift Savings Plan (TSP) is a retirement savings and investment plan for federal government employees and uniformed services members, including the Ready Reserve. Established by Congress in the Federal Employees’ Retirement System Act of 1986, the TSP offers the same types of savings and tax benefits that many private corporations offer their employees under 401(k) plans.
The TSP is a defined contribution plan, meaning that the retirement income you receive from your TSP account will depend on how much money you put into your account during your working years and the earnings accumulated over time (and, if you’re eligible, agency or service contributions and their earnings). The TSP is administered by federal employees, who are also TSP participants, at the Federal Retirement Thrift Investment Board (FRTIB).
