The Recruiting and Retention (R&R) Battalion successfully concluded Fiscal Year 2025, demonstrating strong performance across various critical mission areas. This solid performance reinforces the Battalion's role as a key enabler of force readiness and personnel sustainment for both the state and the Army National Guard. This year, the R&R Battalion played a crucial role in helping the state achieve its End Strength Objective, surpassing it by achieving over 101% 

Retention 

The battalion achieved 96.6% of its retention mission for fiscal year 2025. The National Guard Bureau (NGB) ranked West Virginia 8th out of 54 states for overall retention success this fiscal year. This ranking is a strong testament to the commitment, engagement, and effectiveness of our leadership and career counselors, placing the battalion among the top performers nationally. Furthermore, the battalion recorded its lowest attrition rate in the past five years at 11.8%. This reflects our successful efforts in Soldier care, career development, and initiatives focused on improving the command climate to sustain the force and encourage long-term service. 

Recruiting 

The battalion concluded the year with 352 enlistments out of a recruitment goal of 467. This demonstrates a strong recruitment effort in a highly competitive and evolving talent market. Although falling short of the mission goal indicates areas that need ongoing attention, the commitment and perseverance of our recruiters have been crucial in supporting the growth and replenishment of our force. 

Advisory Role 

Throughout FY25, the R&R Battalion served as the primary advisor to the Adjutant General and senior Army leadership on all issues related to force structure, accessions, and soldier retention. Our recommendations and insights directly supported strategic planning and personnel readiness initiatives at the highest levels.  

Looking ahead to FY26, the R&R Battalion is committed to adapting, innovating, and delivering results that ensure the state maintains a lethal, resilient, and strong force.
