The mission of the Family Program Office is to establish and facilitate ongoing communication,
involvement, support, and recognition between National Guard families, the National Guard and the
community in a partnership that promotes the best in all.

Soldier & Family Readiness
Soldier and Family Readiness Specialists operate full time out of five locations throughout the
state. They are closely linked to local resources to help with both major and minor issues that
arise at home with which soldiers or their families may need help.
All military members and their families are eligible to receive assistance. Neither military personnel
nor their family members shall be turned away by a SFRC, regardless of branch affiliation.

Child & Youth Programs

The West Virginia National Guard Child & Youth Program works together with military members &families, community leaders, organizations &citizens to address the needs &interests of Guard youth within our state. The Child &Youth Program provides & promotes activities for children & youth that:

  • Promote positive attitudes that reinforce core National Guard values.
  • Help in the development of life skills. Create a community support network.
  • Provides safe, healthy, educational & recreational activities.
  • Provide opportunities to pursue sports & recreational activities.
  • Enhance & reinforce educational skills & provide opportunities to acquire career oriented skills.
  • Educates the public on the impact of the deployment cycle on Soldiers, families, kids & communities as a whole.
  • Minimize parental concerns during times of deployment by reducing the likelihood that youth will engage in risky behaviors.

    TRICARE Reserve Select (TRS) is a premium-based health plan available worldwide to Selected Reserve members of the
    Ready Reserve (and their families) who are not eligible for or enrolled in the Federal Employee Health Benefit (FEHB)
    program or currently covered under FEHB, either un-der their own eligibility or through a family member.

    To enroll in TRICARE Reserve Select call 1-800-444-5445 and speak to the enrollment section. It requires the individual to
    pay two months in premiums using credit card, debit card or checking account. After the two months Tricare will take the
    monthly premiums out of the account that you designate. It is the individual’s responsibility to make sure that the credit
    card or debit card used stays current.

    The premiums for (TRS) starting January 2023 are $48.47 for singles and $239.69 for families. The deductibles incurred are
    E-4 and below, $60/individual $121/ family. E-5 and above, $182/ individual $365/family Tricare Reserve Select is a fee-for-service program. The annual catastrophic cap is $1,217.00. All cost shares and deductibles apply towards this catastrophic
    cap. After catastrophic cap is met then Tricare pays 100% of covered services.

    One eye exam a year per family member, costs associated with glasses and contacts are not covered. Vision Insurance can
    be purchased through www.benefeds.com.
    Dental is not covered under TRICARE Reserve Select. Dental Coverage is available for purchase through United Concordia.

    The pharmacy benefit is included but will require enrollment with Express Scripts for maintenance type drugs. Contact

    W.V. National Guard Child Development Center provides developmentally age-appropriate activities for children ages six weeks to 5 years of age. W.V. National Guard CDC has earned accreditation from the National Association of Education of Young. The CDC strives to expose children to the “Six Pillars of Character” (trustworthiness, respect, responsibility, fairness, care, and citizenship) and promote each child’s physical, social, emotional, cognitive, and creative side.
    W.V. National Guard CDC offers on-post full-day and hourly child care.

    Mission: Our Mission is Caring. CYS provides critical support services to mitigate childcare stressors during deployment, mobilization, or contingency operations. We support the military lifestyle while reducing conflict between mission readiness and parental responsibilities.

    Philosophy: At W.V. National Guard CDC, we recognize that play is fundamental to the development of children. And that children are unique individuals who grow and develop at distinctive, ever-changing rates. Therefore, we offer an
    environment where young children and youth can learn through play and interaction with other children and nurturing adults. Our programs help your child/youth build within themselves a positive self-concept that generates feelings of acceptance and respect for individuality. We believe in designing programs where children/youth can participate individually or as a group in age-appropriate developmental activities. This practice allows optimal social, emotional, physical, creative, and cognitive growth. We promote and cultivate safe learning environments where your child/youth can resolve conflicts through learning age-appropriate conflict resolution and mediation skills. We believe in partnering with parents and the community to nurture a spirit of cooperation and self-respect for self and others, reinforce character building and encourage positive parenting.

    We accept children ages 6 weeks – 5 years old of active duty military members, traditional reservists National Guardsman, Military Authority, and DoD Contractors.
    The enrollment process is simple and the administrative staff will assist you through the whole process.

  • Exceptional Family Member Program

    What is the Exceptional Family Member Program?
    The EFMP is a mandatory enrollment program that assists active duty military Families who have a Family member that
    has been identified as having special medical and/or educational needs. The special needs are documented through
    enrollment in the EFMP utilizing the DD Form 2792 (Family Member Medical Summary). The EFMP works with other
    military and civilian agencies to provide comprehensive and coordinated community support, housing, educational,
    medical and personnel services.

    What is an Exceptional Family Member?
    An Exceptional Family Member is a Family member (child or adult) with any physical, emotional, developmental, or
    intellectual disorder that requires special treatment, therapy, education, training, or counseling.

    Who must enroll in the EFMP?
    IAW AR 608-75 Sections 1-7. Enrollment in EFMP for Soldiers with exceptional Family members (EFMs) (children and
    adults) is as follows:
    (1) Active Army Soldiers will enroll in the EFMP.
    (2) U.S. Army Reserve (USAR) Soldiers in the Active Guard Reserve (AGR) Program will enroll in the EFMP.
    (3) Army National Guard (ARNG) Soldiers in the Active Guard Reserve (AGR) Program will enroll in the EFMP.
    (4) ARNG and USAR Soldiers not serving in the AGR status may voluntarily enroll in the Army EFMP before entering
    an eligible duty status to gain access to the EFMP immediately upon entering a status that is eligible to receive EFMP
    services (for example, community support services such as EFM information, referral, and placement; advocacy; familyfind
    activities; and respite care) The Soldier's eligible Family members must meet the special needs medical eligibility
    criteria in AR 608-75, appendix B, when the Soldier is in an eligible duty status.
