W.Va. Guard to promote director, joint operations to brigadier general

West Virginia National Guard

Maj. Gen. Bill Crane, the Adjutant General of West Virginia, will preside over the promotion ceremony for West Virginia Army National Guard Col. Arthur J. Garffer as he is promoted to the rank of brigadier general April 18, 2024, at 12:30 p.m. at Joint Forces Headquarters in Charleston, West Virginia.  
Media are invited to document the promotion ceremony of the West Virginia Army National Guard’s newest general officer. Garffer currently serves as the director of joint operations as a traditional Guard member for the West Virginia National Guard. He is responsible for joint force development, joint doctrine, professional development, training, exercises, and assessments, in addition to being accountable to the for the direction and control of all homeland defense, homeland security, theatre security cooperation, international relations and civil support.  

WHO: Maj. Gen. Bill Crane, The Adjutant General of West Virginia, Col. Arthur Garffer, West Virginia National Guard leaders, distinguished guests and family.  

WHAT: Promotion ceremony for the West Virginia National Guard’s newest general 

WHEN: Thursday, April 18, 2024, from 12:30 p.m. to 2 p.m.
