West Virginia Adjutant General’s update on RISE West Virginia

This week, contractors completed one mobile home unit in Greenbrier County and one reconstruction in Kanawha County, bringing the total number of completed projects in the RISE West Virginia program to 128.         

There are currently 87 homes in active construction through four different contractors in the housing program. These contractors have been issued 121 notices to proceed, meaning these projects are ready to begin demolition and construction. Of the 87 homes in active construction, six are mobile home replacements, 79 are reconstruction projects, and one is a rehabilitation project. Nine of the aforementioned projects are in the demolition stage in the housing program.

West Virginia VOAD is actively working 17 reconstruction and rehabilitation projects throughout the impacted areas in the state.

There are 359 active cases covered under the RISE West Virginia Program. The current breakdown by construction type is as follows: 128 homes are complete, 236 cases require total reconstruction, 11 cases require some form of rehabilitation actions, and 84 cases require new mobile home replacement. There are 28 cases that are awaiting initial project type or undergoing the damage assessment process.

Of the total 359 active cases, 237 have been awarded to a construction contractor or sub-recipient, zero are out to bid, and 135 are awaiting a Request for Quotation (RFQ) or are being analyzed via the case management process by VOAD.

At this time, there are 265 active cases in the Clearance and Demo (formerly Slum and Blight) program, 14 are in environmental review process and 83 more are in the case management pipeline for removal that are considered an “imminent threat” from the county or municipality. Five notices to proceed have been issued to contractors meaning these projects are ready for demolition. The Clearance and Demolition program is still accepting applications in all counties affected by the 2016 flood.

Crews are working on the 13th bridge home project at this time. Twelve bridges are complete and there are 61 others in the case management process.
